This former steel mill site is located on the Ohio River just off of State Route 7 and is served by two rail lines. Barge access is available at an adjacent parcel, and all utilities are available with abundant capacity including water withdrawal from the river. Topography of the site is generally flat. Most structures shown in aerial photos have been removed from this 23-acre site, which is the north portion of the Ohio Valley Industrial Park.

According to the FEMA FIRM 390294, 390300, 390302 FIRMettes, the Ohio Valley Industrial Park site is located in four Flood Zones, two labeled as AE, which have two different distinctions due to the location of the Ohio River south of the site. Zone AE furthest away from the Ohio River is described a Special Flood Hazard Area that is subject to inundation by the 1 percent annual chance of flood. Zone AE has base flood elevations determined. Floodway areas in Zone AE near the Ohio River are defined as the floodway in the channel of a stream plus any adjacent floodplain areas that must be kept free of encroachment so that the 1 percent annual chance flood can be carried out without substantial increases in flood heights. The third and fourth flood zones, both as Zone X, are defined as areas of 0.2 percent annual chance of flood nearest a body of water and the other are areas outside the 0.2 percent annual chance of flood.View floodplain map

The parcel adjacent to the North Site has approximately 24 docking cells along the Ohio River. There are three easements to the Ohio River. One crane and one conveyor for loading and unloading of materials exist at one of the barge docking facilities, which is located in the northeast corner of the site. The docking facilities allow for 4 barges wide.
USCG/USACE River Info
According to the USACE Ohio River Navigational Charts database, the river depths at the site range from 0 – 2.74 meters in depth near the shoreline and 2.74 meters deep or greater beyond. The Ohio Valley Industrial Park is located near Ohio River Mile 71, which has normal pool elevations of approximately 644 feet amsl.
ODOT River Terminal Location(s)
According to the ODOT Division of Planning, Maritime & Freight Program information database, there are three terminal locations identified at the Ohio Valley Industrial Park. The northernmost terminal is named Wheeling-Pittsburgh Steel Corp., Steubenville South Plant Wharf with FID No. 167. This terminal is located at Ohio River Mile 70.7. The listed purpose of the terminal is receipt of iron pellets. The second terminal is named Wheeling-Pittsburgh Steel Corp., Steubenville South Plant Wharf and Mooring with FID 168. The terminal is located at Ohio River Mile 70.9. The listed purpose of the terminal is the shipment of steel coils and sheets; mooring barges. The third and southern most terminal is named Wheeling-Pittsburgh Steel Corp., Steubenville South Plant Dock with FID 169. The terminal is located at Ohio River Mile 71.5. The listed purpose of the terminal is the occasional receipt of pig iron.
There are railroad tracks located along the west and east sides of the site. The railroad tracks located on the west side of the site belong to the Norfolk Southern Railroad Company. The railroad tracks located on the east side of the site and along the Ohio River belong to the Wheeling/Lake Erie Railroad Company.
The primary vehicular access to the site is from Ohio SR 7. It is a four-lane road in this general location and access to the site involves using the Commercial Avenue exit from the south and the Cool Spring Road exit from the north. Currently all vehicular traffic enters the site from Commercial Avenue. It is a two-lane city street that is in good condition. The current site access road has two bridges. One crosses a water body and the other crosses railroad tracks. The last safety inspection for both bridges was completed in 1998.
This site is located 29 miles from the Pittsburgh International Airport, with only 4 stoplights along the route, and is 10 miles from the Jefferson County Airport.

Gas service is provided by Columbia Gas Company. The main gas service line enters the site near the northeast corner of the property. It then extends into the site where it is divided into distribution lines that service various operations throughout the site.
Currently the electric service is provided by AEP Ohio. Two 138 kV lines come into the customer-owned substation which formerly served a 200 MW mill. The substation is 3,000 yards from the north area site. An additional, closer power source would be from the west side of the site — 2200KV brought over the pedestrian bridge.
Potable water service is provided by the Village of Mingo Junction. The potable water supplies enter into the site off of Ohio SR 7, in the southern portion of the property. There is a water intake pump located along the Ohio River, on the northeast side of the site, which supplies water to the town of Mingo Junction for treatment and distribution/sale.
A sanitary sewer is piped off site and treated by the Village of Mingo Junction at their waste water treatment plant. Mingo Junction’s WWTP is currently operating with significantly lower flows due to the shutdown of Wheeling-Pittsburgh Steel/RG Steel Plant.
Currently the storm drainage sheet flows into a storm drainage collection system and the storm water is discharged into the Ohio River at multiple outfall locations. There is no process WWTP that treats industrial wastewater.
